There is no chance for review when you convert an order to a bill using the To Do List

If you convert orders to bills using the To Do List window, keep in mind that the conversion occurs automatically when you mark the Action column and click Record as Actual; you won't get a chance to review or change any of the transactions before they're converted. If you're not sure if you want to convert an order to a bill, click the zoom arrow next to the transaction to open the Purchases window, where you can manually change the order to a bill. This gives you better control over the transaction than you would have if you used the To Do List.
