Categories assigned to debits must match those for the applied bills or orders

If you assigned a category to a debit, it must match the category assigned to any bill or order to which that debit is to be applied. If they don't match or if either has no category, find the bill or order to which you will apply the debit. Then assign a category to one of the transactions so they do match.
